Elder Terrance Neal Sr., was singing Gospel Music in different churches but on June 4th 2000, he was introduced to Holiness and PPHC where his wife Vernessa Neal dand children were members under the leadership of Bishop Foster; Elder Neal heard the voice of the Lord speak to his spirit 3 times telling him "Neal, Today is your day". He was baptized in the name of Jesus Christ that afternoon. After receiving Christ as his Lord and Savior, his onyl mission is spreading the gospel of the kingdom. He was ordained as a ELder in August of 2011. He also graduated from the Apostolic Bible College with an Associates degree and is currently seeking Bachelor's in Theology. Elder Neal's favorite scripture is Heb 11:6- (KJV) But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him. 

Elder Edward J. Newton has sung in various Gospel groups within school and church demonstrating his passion for God in as manay areas as possible. All thorughout  school Edward was known for his biblical wit and became affectionately known to many as "Preach". At the youthful age of 14, Edward's biblical understanding was challenged by a family member in regards to being saved. He then visited PPHC in Ellendale where he learned of the baptism in the name of Jesus Christ. After four years of strugllging to let go of the Baptist roots that near and dear to his heart and give in to the Truth of Acts 2:38, he himself was baptized on June 4, 2005. Baptized according to the scriptures Acts 2:38, 8:16, 10:48, and 19:5. He holds an Associates degree in Theoology. As of December of 2015 Edward has been with the ministry for 15 years while edifying the the Body through preaching and teaching. 

​​Dr. Bishop Major Foster

          Since April 27, 1968 Bishop Major Foster has been the pastor of the Philadelphia Pentecostal Holiness Church in Ellendale, DE. Devoted and faithful unto the Lord; at the young age of eight years old he received his calling from God to preach the Good News. At twelve years of age, he was baptized in the Name of the Father, Son, and Holy Ghost at Rock Chapel Baptist Church in York, Alabama. After doing 3 years in the U.S. Army; at the age of 23, Bishop Foster moved to Havre De Grace, MD. Running from the calling that God had placed on his life; he ran into an amazing man by the name of Bishop C.H. Johnson. Shortly afterward he was baptized in the Name of the Lord Jesus Christ at the Gospel Tabernacle Church in Havre De Grace, MD. There, he was ordained as a deacon and later was ordained an Elder, and soon after became Assistant Pastor of GTC.

          As an Evangelist, Bishop Foster ran many “Great Revivals” across this country. While at Gospel Tabernacle, he met and married his wife of 48 years, Mother Betty Foster. Together they have raised 10 beautiful children. As Pastor of the Philadelphia Pentecostal Holiness Church, on June 13, 1998, Bishop Foster received his Doctorate of Divinity from Muskegan Bible Institute in Indianapolis, IN.  Today Bishop Foster is a leader in Ellendale and the surrounding communities. He truly is a pioneer; accomplishing things that were said couldn’t be done. Without controversy Bishop Foster is an amazing Preacher, Teacher, Leader, Mentor, and Pastor.

Bishop Foster has written several books and tracts; The Truth About women Preachers, The Proper Way To Leave The Church, What Is Man, Man Hood & Woman Hood In the Body Of Christ, and Kingdom Building. Two more books, The Truth About Women Preachers Part 2 and The 10 Mysteries of the Tabernacle have also been published.
